I have a 2k5'd 2k2 with a virtue board. The gun seems like it is capped at 10bps.
I have the board set on uncapped semi, I replaced the battery. The LED is still blue so it is not the eyes.

But the LED is red with the bolt open / no paint?

Is this with or without paint in the gun? A lot of boards cap the ROF if the eyes are switched off, or there's an eye fault to prevent chops.
A solid blue LED on my own board (Lucky+ Spitfire chip) indicates the eyes are switched off, and this reverts to solid green (ball in breech), or solid red (breech empty) when the eyes are activated. Not sure if this is the same with the Virtue, but it's worth checking.
Failing that it could be the eyes have a fault, or the board has just been set up wrongly with a ROF cap at 10bps for some reason? I would suggest checking everythings as it should be by working through Virtue boards set-up instructions, and then look at other possibilities if it's still not 100%. :)

If you're dry firing turn off the eyes and see if the ROF improves. As Gee Tee said, it could be the issue if you're not using paint.

This could be for any number of reasons. First make sure your eyes are not blocked, an eye malfunction will cause any of our products to cap at 12bps. An eye malfunction could be caused by dirty/blocked eyes, broken eyes, or a ripped wire somewhere. With DM4/5 products a blnking blue LED indicates an eye malfunction.
Next may be that your loader is feeding slow. If you are already using a a FAST loader with good quality paint make sure you are using new batteries and that your loader is clean. Poor quality swollen paint, and excess friction caused by grime within loaders can cause dramatic reductions in speed. HALO B users, we recommend Victory Boards for best performance.
Another possibility may be a low battery, electronics will act up when not fed enough power. Always make sure to use fresh, quality Alkaline batteries.

Not sure if you have this - but here's a Virtue 2K4/2K5 manual from the tech section on IOG...

It looks like solid blue on a Virtue does indicate ball in breech/ready to fire. The LED would need to show flickering blue to indicate an eye fault, or flashing red if eyes are turned off.
May be worth checking the MAX ROF setting - flickering red, and perhaps set it to 1 for unlimited ROF to see if that improves things at all? Another thing to try is try the Timmy on a ramp or full auto setting, and see if ROF increases. You should hear the ramp mode kick in to it's max setting once you get over 5-6 BPS?
